While some confuse the term right-to-work with employment at-will (#3), right-to-work laws allow workers the freedom to join a union in the workplace or not. A “right-to-work” state is a state that has enacted legislation that guarantees no individual can be forced to join or pay dues or fees to a labor union. States have the rights to enact these laws under the National Labor Relations Act (NLRA). A list of right-to-work states can be found on the National Labor Relations Board (NLRB) website.
